Job Description:
The H&S Enhancement Coordinator will be a member of a team that assists each site in implementing proactive health and safety programs. These programs serve as active monitoring and risk management methods, adapted to each site’s specific needs and based on a risk-driven strategy. The role entails developing and implementing forward-thinking solutions to improve Health and Safety performance throughout the EACOP project. This is an office-based position in Dar es Salaam, with working hours from 08:00 to 17:00 Monday to Friday.
Duties and Responsibilities:
- Facilitate Health and Safety Planning discussions with multiple construction and health and safety department personnel.
- Create customised HS work instructions, pre-start briefs, assessment materials, and inspection schedules.
- Conduct and align HS Activity Planners with major construction milestones and plans.
- Create health and safety campaign content that is structured and connected to the scope and risk.
- Track, monitor, and review health and safety improvement actions.
- Prepare reports on enhancement actions.
- Review leading and lagging indicators and further align with the produced enhancement work packs.
Qualifications / Experience Required:
- A bachelor’s degree in occupational health and safety, environmental science, engineering, or a similar discipline.
- In the absence of a degree, 5 to 10 years of relevant experience in a related Health and Safety function is necessary.
- Professional qualification in health and safety (e.g., NEBOSH, IOSH, OSHA) is highly valued.
- Additional training in risk management, project planning, or construction safety is considered beneficial.
- A background in mechanical or civil engineering is preferred.
- Experience with oil and gas construction, including both greenfield and brownfield projects, is highly desirable. Experience
- 5+ years of experience in Health and Safety positions, ideally on large-scale construction or infrastructure projects.
- Proven expertise creating and implementing health and safety programs such as work instructions, safety briefs, and inspection schedules.
- Experience leading multidisciplinary planning sessions with construction and health and safety personnel.
- Strong experience in risk-based safety planning and coordinating safety actions with key construction milestones.
- Proven capacity to manage, monitor, and report on safety performance and improvement actions.
- Understanding of leading and lagging indicators and how to incorporate them into an executable safety improvement plan.
Required Competencies:
- Proven experience working within large project organizations, with a strong focus on construction delivery.
- Advanced proficiency in industry-standard applications, including Aconex, Power BI, SharePoint, Adobe, and the Microsoft Office Suite (Word, Excel, PowerPoint), as well as Canva, MS Planner, MS Forms, and MS Lists.
- Excellent English communication skills (oral and written), with the ability to clearly articulate engineering and technical concerns and solutions to diverse teams.
- Physically capable of conducting field inspections when needed, including in challenging terrain.
- Self-motivated, autonomous, and adaptable, with the ability to respond effectively to changing priorities.
- Strong interpersonal skills for effective communication and collaboration with construction crews and management teams.
- Solid understanding of project HSE strategies and commitments.
- Demonstrated ability to interpret plans, policies, and regulations accurately.
- Skilled in concise daily report writing.
- Experience in staff coaching, including knowledge transfer, mentoring, and motivation techniques.
- Strong networking, collaboration, and team-working skills, especially in multi-disciplinary and multi-cultural environments.
- Fluent in English and Swahili; proficiency in Chinese and Luganda is highly desirable.
